what to put under carpet?

our basement is pretty dry. we want to put carpet there. It's part of the finish basement project that needs a permit. the code office is asking what we are going to put on the concrete floor before putting the carpet?

Any special layer needed between the foam padding and the concrete? special code for that? Thanks.

Question pertains to carpeting more so than a remodeling, reconstruction, and or refinshing etc basement type question. Therefore, carpeting pros would likely be best suited answering this question. Question relocated into this topic.

Here in the land of limestone, 2 feet below soil, you don't see many full basements. Only home built on the side of a hill or at a cliff bottom. There is no code here for moisture barriers before carpeting, but that doesn't mean your region or municipality is the same.

Check with local building code officials about the codes needed for covering the basement floor with stretched in carpet and cushion.

He may have been referring to the cushion type or adhesive type(gluedown)
