reusing old carpet as a carpet pad

hello, some carpetting was laid in my building and the old carpet was used as a pad for the new carpet. i was told by the carpet layer that reusing the old carpet as a pad is not a problem since the old carpet is enhanced backed carpet/cushion backed.

this sounds fishy to me. is this true that its ok to do this?

the old carpet is worn out and old and it seems like they are cutting corners.

That violates all carpet warranties. And CRI 105, the standard for carpet installations.

Did you pay for new padding? You should have gotten it. I can't believe a professional installer would short cut like that, knowing it will all eventually fail. "Enhanced"??? maybe his wallet.

overlaying carpet like that is never ok. Most carpet installers charge for removal. BUT maybe someone told them or didnt want to pay for removal. But if that was the case the installer should of passed on the job. I have seen were the new carpet was glued down to the old....and it never stuck right

Worst I ever saw was sheet vinyl glued over carpet. I was there to do carpentry work and the customer asked if I could redo the seam down the middle (6 foot wide vinyl). Said I'd take a look. Well you know the answer I had to give her.
