Normally padding is installed as a separate layer and not glued to the carpet. There are spray contact adhesives you can use though to prevent movement between the two. 3M 77 is one spray adhesive that comes to mind but there are others that also work well.

There are specific adhesives made for double-glued carpets. You would need to know what carpet backing you have and check with the manufacturer. Normally rebond pad is glued to the carpet, not rubber. Rubber will probably not adhere long term.
Each type takes a different trowel size, a different roller weight,etc.
