My Rugs Keep Moving

I have 2 rugs on the floor in the carpeted living room.
They move by themselves...LOL. I know it sounds funny but they do.
They both shift to the left. I tried putting the stuff on the back of the rugs so they won't slide but they still eventually move.
Can anyone tell me what's causing this and how can I fix it?
Sometimes I get so frustrated that I want to take screws and screw them down.

I had new carpet put in a couple of years ago if that makes any difference.
Thank you.

You pad must not be non slip... They have ones that are sticky enough not to slip.

Rugs on rugs are going to move no matter what you do. Unlike a hard floor where the gripper pad can grab onto a solid stationary surface the rug moves when walked on!

The smaller the rugs, the more it will move!

The carpet has a "grain" or piling direction.
The rug on TOP will move in the direction the piling is facing.

Friction from walking on the rug, vibrations, expansion / contraction from heating-cooling will cause the rug to "ratchet" in the direction of the carpet piling.

Aside from actually stitching one edge of the rug to the carpet with a large curved canvas needle, there's not much you can do.

The rugs on top will ruin the carpet. You are never supposed to put throw rugs on top of carpet.
