Stairs combination of carpet and plywood

I removed the old carpet from the stairs and looking in getting carpet installed on the treads only. Instead of sanding the riser and painting I was thinking of overlapping it with thin plywood. My question is should I do the riser first with plywood then do the treads after with carpet. Picture for reference

I like to pre primer/paint and stain/poly as much as possible before installation with the goal of only shutting the staircase down for one drying cycle.
