fire regulations

I am going to put an extension on the side of my house. I have been told that new fire regulations mean that I cannot have a design where people pass through two rooms to get out of the house in the event of a fire.
I am also told that there is new regulations about the use of windows as a means of escape.
Can anyone help me about these new regs? - is there a way to overcome problems?
