3 volts times 6.5 amps = 19.5 watts.

You need about a 1/2 ohm resistor, rated higher then 20 watts.

That's an indication of a bad connection or dirty contacts.
Best to replace the plug and receptacle and clean the wires before connecting them to the new parts.
