Do make sure its not worn... that is it seats in the pulleys groove well.
Grease could be clumped to the sides or low maybe.

Standard 1.5 turns out from all the way in as a baseline....., this engine must be a few years old.... older engines had the high speed adjustment needle (the one up in the float bowl nut)

Usually if it set for years.... the carb is gummed up every which way it...

Heat the adapter up, melt a little candle wax on it around the crank, let it soak in, and try hitting it to knock it off.....

Don't get it too hot!!, or you will burn the crank seal.

I'd also agree..... carb problem, and or no fuel getting to the carb..., easiest thing to check is if gas is getting to the carb.
Take the fuel line off at the carb (while pinching it) and let it go...
