You need to know where the leak is before spending the money for a new compresser/condenser unit. Is your eva coil OK ? often, evaporator coil is the source of the leaks.

Something wrong, no AC should have a fixed 15 minute on/off timer, they should be all based on the temp setting. As mentioned, may be overheating.
