With all the moisture that is in your crawl space it is going straight up into your home. Until you get rid of the moisture down there you are in a loosing battle.

It should but don't know how much moisture is coming from crawl. Also in areas of country that have condensation on windows in winter is a sign of not enough ventilation. But with the water problems...
