When speaking with the various companies I have, I've recieved conflicting info aabout that, while none have claimed open cel is a vapour barrier, some have indicated that it IS an air barrier......

I agree, but here it is only suggested that homeowners replace the lead, and as a cost saving measure the city recomends doing this only when neccesary, or when they (the city) are allready servicing...
