Remove the top steps?

I'm assuming patching concrete is usually just a temporary solution. Should I just remove the top tier? I'm thinking of just building wooden steps for the top section.
What would you recommend?...

Boiler Vent - repairable

There's rust on lower part of the vent and I'm not sure if it's repairable or the cost of repairing it is high that I'm better off replacing the boiler.

How do you actually know if there is air in your pipes?

A guess a big pocket a might cause a section of baseboard to not get hot but what if there is some air but not enough to stop the flow?

I tried using a propane torch to remove a leaking 3/4" gate valve, but it didn't budge.

GE Dryer Motor Spins with no load, makes buzzing noise when belt attached

The motor will spin when I detached the belt but with make a load buzzing noise and struggle to turn when I re-attach the belt.
