That is hydraulic cement. I'm not sure how I would have fixed it from the outside. It is water from the ground. I'm thinking it isn't travelling in a straight line from where it attaches to the well.

Thanks. The pressure is not good in the taps and stays on for about 30 sec. tops. The pressure sits at 0 PSI but if I hold the switch for a few seconds it can go up to 50.
