Sounds like the pilot assembly and ign.control module use the same lead for both

If you put your meter in series with the ground wire (that should be connected to the pilot assembly) the readings...

Just a thought..

the feed valve is an older one and it doesn't appear to have a lever to bypass it...but did you check to make sure the water valve upstream of it is turned on..the contractor may just have turned it...
