Since the fuse blew when you connected the R&Y wires, you have a short somewhere. Most likely it's outside, however if you want to confirm it's outside and not inside, disconnect the 2 wires...

They don't make as many fittings like a tee and valve in 1/4".

Just use a regular tee with a valve. If you turn the ice maker off before changing the filter.... no water will go in that direction....

That may do the job but I would cut the cold CPVC line and install a sharkbite valve in the line below the faucet shutoff. In the link is all push on connectors. You can also get it with a 1/4"...
