I would replace those valves with 1/2" threaded valves. Easy to replace after the water is shut off.
They are 1/4 turn ball type valves.

The packing is probably worn out and needs replacing. On most valves you can leave the water to the house turned on and replace the packing as long as the valve is in the closed position.
