It's toast. The piston, the ring, and the cylinder are galled and scored. I doubt you have hardly any compression at all.

Lock nuts would be best for that kind of repair but the ideal thing would be to run it by a shop with a welder and let them weld it back down. It would probably be less than $50.

Usually you can spray the shaft in the throat of the carb and on top and work it by hand and it will free up. You can do that with the carb on the mower.

Not true. This is an engine with an internal governor, not an air vane. Even if it had an air vane, it is still very possible to overspeed and blow it up.
The throttle shaft should move (rotate)....

When you check for spark, the spark plug must be grounded or it will not spark. Make sure the spark plug is touching a metal part of the engine housing/block and then re-check.
