A battery that is taken to zero volts may accept a charge but will not have anywhere near it's original capacity.
Don't depend on it if you ever go into remote locations.

Well, ya know, you should've worked on this problem long ago :). The fuel pump diaphragm is likely stiff and needs replacing. If you go that route, I would use a complete kit with all new gaskets...
