I believe there's already a fireblock at the top and bottom. It doesn't appear to be balloon framing. I can see a top plate and a bottom plate that the studs are nailed to.

Maybe I'm misunderstanding something, but If I pull the bedroom lights off the circuit, aren't I effectively breaking the circuit and the rest of the overhead lights downstream will stop working too?

Thanks for the replies. I'm sure they are 2x4s and no, this is not a plumbing wall. I guess I'll never know why they built it this way, but I'm just glad that nobody seems to think it's unsafe.
