Yes, remove mulch. Both seeds and starts need a warm soil to get going....especially beans, corn. Maybe 70 degrees. After a month or so....you can bring back the bark mulch.

Don't forget that soil temp is more important than air temps. Get a $5 meat thermometer that includes 40 to 120 degrees, to check soil. Also, if you have plastic pots with plants....check them....
