the valve keeps turning never bottoms out. I tried taking the valve apart but could not get the shaft out. Is it possible the shaft turns and the valve be staying closed.

Yes and Yes. Not a lot of heat coming off the dehumidifier. Shouldn't the a/s remove some of the humidity?
