The Nest is possibly the worst choice someone could make for a thermostat. Terrible little things.

Probably a faulty winding for that speed tap.
Check for proper voltage in cooling. If you have voltage swap two of the speed tap wires. If that fixes the problem change the motor.

Yes, but it will only work as long as there is sufficient refrigerant in the system. Until it leaks down again and the symptoms return. This will depend on how big the leak is.

And the lack of insulation didn’t cause the line to build frost like that. That’s a refrigerant problem, likely from being low on charge due to a leak.

You don’t add some just in case.
Overcharging can cause serious issues. Including compressor failure from flooding and oil washout.

No insulation will NOT cause a freeze up.
I’m afraid what your guy did was to literally cover up the problem. No frost or ice should ever form on those lines.

The other brown is for the capacitor. But your unable to do that because your using a duel cap, which has a leg of power going to C.
You’d use both if you converted to a single capacitor.

And you should only have one.
Hooking both brown wires up to a duel capacitor is incorrect.
You didn’t reuse the capacitor did you? The cap should specifically match the motor.

First, your using the meter wrong. You don’t measure both conductors to ground. Measure across the circuit. You could have dropped a leg and the motor isn’t getting power.

You could damage the system running it with no condenser fan, and it wouldn’t cool anyway.
Check the capacitor to see if it’s out of range. It could be just that.

If it’s got both pressure switches they will be in the compressor compartment. See if they are open or closed.
Very likely your out of refrigerant.

I show a high pressure switch in the unit literature. Could be a low pressure switch as well that list didn’t show.
Are you getting a call for the unit to run? Check with your meter.
