Laminate Flooring Problem

I have laminate flooring with the foam underlayment already on the back, and it clicks into place. Problem is that I believe some moisture got in a seam and now is has started to peak along the seam....

HotinOKC, the fuse panel was exactly where you said.

jeff67, you were spot on. It was indeed a blown 25amp fuse...
