Make sure the springs on the ignition transformer are making contact with the buss bars on the electrodes. If it misses, it will short to the assembly or arc. Also possibility of a weak transformer.

A 4006A will work. Just wire your 24v to the terms, doesnt matter which term. Just dont set it above 120F. You also need a DHW mixing valve installed so your outlet temperature does not exceed 120F....
