@furd... I don't think that the water went hotter before it got cooler... I just turned it on and it wasn't warm to begin with. POSSIBLY a spurt of hot water if anything, I honestly don't remember....

Just to leave this here for anyone who has the same issue - it was the capacitor. I switched it out $19 later and the fan spun to life and had no issues at all after that.
