They are used and abused , they don't when they are new but after years of use and neglect they do get dirty. If it puddled oil that's one thing, check for loose head bolts.

If you have lots of money sure go ahead and buy a new carb, they are about $100+ at a dealer, $80 on ebay. Kit is $18 and carb cleaner cost. I would only recommend replacing a carb if it is destroyed...

1. Go buy a genuine tecumseh kit, bring in your motor #. This is assuming you removed the carb, take pictures, can't tell you how many guys mess the reconnecting of the rods...

I second friction disk, if the belt broke they wouldn't turn, the belt could be slipping. Pull the back cover off and check the disk for wear. Pull the belt cover off and check the belt.

The one on the side is an air idle adjustment. The one on the bottom is the main jet (high speed) adjustment, if you messed with that one and it made no difference then it is dirty, needs to be taken...

Helicoil I think is what you are looking for. A pane of glass should do for a quick check but I haven't seen a warped head yet. The helicoil is probably your problem.
