Delayed ignition is the failure of the burner to ignite as soon as the motor starts. Unless your burner has been modified, the flame should appear within a fraction of a second of the motor starting.

If it's been working that way for 20+ years, I wouldn't monkey with it. Sorry I don't understand "groaning". Is there delayed ignition? If so, it could be the ignition transformer getting weak.

It's not unusual to downfire a boiler but from 1.25 to .75gph is quite a drop. Often downfiring is done because of a lack of draft or due to short cycling. What model is the boiler (366,466, etc.)?

Chamber kits are readily available for that boiler & only take an hour or two to install. I wouldn't fire it without the chamber.
