Outdoor furniture cleaned, NOW chalky reidue won't rinse!

Have some of that cheap, fake woodgrain vinyl (??) outdoor furniture, cleaned it with a little goo-gone (I know now....petroleum), then detergent and water. Now there's a chalky film that rubs off...
