Old-New Oster 6630 Blender runs on one speed

It's a 12 speed, but all speeds run on the same, fairly high, speed. I just bought it used and was wondering if this suggested a possible fix, or a permanent condition?

Poorly-flushing toilet; air bubbles

The toilet on the top floor of the house is often prevented from flushing partly, or wholly, by air bubbles that rise from the drain in the bottom of the bowl pretty instantly upon being flushed....

THe seat actually has a big hole from corrosion on the right side which seems to let too much cold water into the spindle, but I think I'm going to try to patch that because it simply won't come out....
