Yes it is a 240v indicator light as I had to search a good while to find one. The thermostat markings are L1 & L2 power in. The off I can only assume this means the thermostat is in off position and...

I did have a 120 volt neon type pilot light wired across one leg of the heater however this cause the heater to only put out a small amount of heat.
