exterior brick opening with water pipe extension - best way to seal openingl?

have this unsealed opening in exterior brick work which has a water pipe extending from it that goes to the outside fawcett.

the area is noted in pic and is below a deck area so it stays dry

cracks entryway platform - how should this be fixed?

this is a downward view of the top of the entryway platform steps.

the cracks aren't good (water seepage, ice freezing damage) and wondering best way to seal up and repair this.

its the circuit breaker for the evaporator that occasionally trips.

would a dirty evaporator be causing a breaker problem?

if the evap fins are dirty (havent been cleaned for yrs) would this cause fan to draw more amps and then cause breaker...

Is there any value in getting an annual checkup if system is running fine?

aside from changing filter, not much else i guess should be done to a closed split system for a home

i have heard everytime freon is checked, a little leaks out and every time system is fiddled...
