Follow up - Solution found

As Classicsat stated, the problem seems to be in the quality of bulbs:

Westinghouse contractor-supplied (read cheap) bulbs = loud buzzing

Phyllips Duralast bulbs = almost no buzzing

I will try that. I am sure the bulbs in it now are cheapest around since the builder put them in when it was installed. I'll let you know if I find a brand that is at least quieter.
