Nope it's a separate pipe. There are 2 pipes. One is 3" and the other is 4". I was going to run the electrical only in the 3" and the 4" for water and gas line.

Thank you for the reply. The pipe is well below 24", as for the 90 degree bends I am not sure as it is all underground. None the less I assume with a 3 inch sleeve I should not have any issues...
