The line comes in from the breaker box to the Range where there is a splice (pigtail). A small line runs to the range outlet (6 Inches)...

Thanks for the all the help.. Pulled apart the splice and reattached... Still no dice... I identified the neutral wire leading to the microwave and tested the continuity of the wire, and got nothing....

I looked at Delta-FL and Dricore... The Delta-FL and plywood is MUCH cheaper the the the dricore.. Home depot had the DRIcore for 5.98 per 4 sqft... The Delta-FL was about .51 sq/ft + the plywood... ...
