The float should be about level with the carb body when closed. Sounds like you may need to replace the needle and seat and possibly the float. If it's a metal float, it may have gas in the float....

Check to see if the connector is plugged in tight. If so, check for power at the connector when you engage it. Did you make sure the base part of the clutch can't spin (attached to the brace bar)?
