Hi, Just an idea. I suspect the float may need adjustment or the fill valve is bad.The water should shut of when the tank is full and if the flapper is bad the water comes on after the water level...

In your picture.... the red flapper is rubber....

In your picture.... the red flapper is rubber. The two red flaps are snapped over the white studs. The rubber expands over the white studs. There are many replacements made like that.
