Tried some other things to try to figure this out...

Tried some other things to try to figure this out but the results are the same!
Ran a temporary wire from the panel to make sure it isn't my power.
Bought a new bulb and the new bulb also flickers....

If you read the manual there is a note that says...

If you read the manual there is a note that says " it is normal for the lights to momentarily turn on at full brightness when power up to ensure all lights start properly at low dim levels."
