Is there a reason why they decided to use 12-3 wiring for this...

Exhaust fan not pulling much air

I bought a foreclosed home and its had its fair share of problems so far. I noticed when taking a shower, that the exhaust fan isn't pulling very much. I cleaned the vents and that didn't help.
