Can't Remove 6X6 post set in concrete - See picture

The 6x6 post rotted, broke and I am trying to remove, but it is strongly stuck in concrete 2 foot below the ground. I tried using Hammer drill with concrete braker attachment, but I am going nowhere....

It is actually Black Color. See Picture enclosed. The Siding painters painted the wire, so looks beige.
I just checked, it is going in to the Meter Can box, but could not check if it is connected...
