Singer Sewing Machine - Help Anyone?

We have an older Singer Model 648 from the '60s that is in great shape. But recently we tried to wind a bobbin and the needle will not pick up the thread. Does anyone know if there is a special position for the bobbin case "race"? (I think they call the stationary ring that the bobbin case fits into the "race") This race rotates and the needle will only extend fully in certain positions - however, we've tried them all and the needle still won't pick up the thread. Any suggestions? Or other advice on how to fix this? Thanks for any response. I'm trying to shorten a pair of jeans and am stuck.

Hi and welcome!
I call it the "housing" but might be race, too.

If you're sure it's threaded correctly, and have tried a new needle, then it's probably a broken gear, which will need to be replaced. I can't tell you how to do this yourself, so you may have to take it in for service.
