What do I need for this device?
My VersaCart has a canvas duck cover with a top held down by velcro that the wind regularly blows open. Tired of dealing with it, so I'm wanting to replace the velcro with snaps:

I assume I need some sort of hammer. Suggestions? Anything else I need? Never done snaps before so I'm clueless.

I'm not familiar with that tool or doing snaps, but I have a similar one that does grommets. For the grommets you cut a hole (or use a hollow punch that makes one), then assemble the two halves of the grommets on either side of the hole. Then you set the whole thing on the "anvil", line up the swedging tool over it and smack it with a hammer. I'm sure the snaps would be done fairly similarly.

That might be the tool you need. There are two parts to the tool and you sandwich the two parts of your snap over the fabric. Then you squeeze or hit with a hammer and the two halves of the snap poke through the fabric and join together.
That covers the part of the snap in fabric. Do you have a plan or can you purchase the corresponding other part of the snap that can be mounted to your cart? There are versions with a hole in the middle so you can screw or rivet them in place.

What you linked is for snaps only. No tools.
You probably need a kit that contains everything. The dies and snaps. If you have a hammer at home already you can probably use it. Kits range from very inexpensive with light duty plastic dies to heavy duty versions. If installing in canvas or some other heavy material you will want the better quality tools and probably stronger snaps.
Sailrite has a big selection of good quality hardware and tools. They supply to the marine industry so lots of quality stainless steel options. You can also get snaps from fabric stores, Walmart or Amazon though in general they will be lighter duty, lower quality so look carefully before you buy.
