Replacing carpet with oak stair treads

We are attempting to replace 2 carpeted stairs with oak treads. We bought the treads and have stained and done the poly on them. Now its getting time to install the steps. We plan to use 1/4" plywood for the riser. Question is does the riser go on first or the tread? Also what is the best method of nailing the tread so that they are on tight. My son was thinking of using screws then filling the hole with a dowel peg. I'm not sure if i'm going to like the way that looks. Any hints or help with this is greatly appreciated.

put the tread on first then the riser.You can use finish nails and construction adheasive to help fasten the tread
