Replacing hard to reach floor board

I have to replace a rotten floorboard which is half under the skirting board. Is there any tips or tricks for how to do this withour removing the skirting?

I am assuming that baseboard and skirting are the same thing. I suppose you could take a chisel and chisel out the old wood next to the baseboard. A lot of time and you would still have a half board rotted under the baseboard.

Why not take the baseboard up and replace all the rotted wood. If it is a wooden baseboard and is painted, take a utility knife and score between the baseboard and wall to break any paint or caulking bond. Then take a small pry bar and remove the baseboard. Fix your floor and replace the base.
