Laminate Installed Over Carpeting!
We just found out the previous owner of our multifamily put new laminate flooring over existing carpet & padding in the kitchen, living rooms and bedrooms in every apartment!
does anyone know what problems this could cause?

NO, I haven't, but it's certainly not outside the realm of possibility. There's no telling what's in the carpet they covered up. Anyone who would do this would appear to be a "corner cutter" and may have been trying to eyewash a problem to make a sale. I believe I'd be pulling the laminate up, removing the carpet and pad, cleaning and fumigating, and re-installing the laminate with the proper laminate pad and vapor barrier. More labor than materials so, if you do it yourself, it may not cost that much. This, of course, is dependent upon the laminate not being glued together.

absolutely DO NOT WALK ON THE FLOOR anymore! with every step, the planks are being damaged. if it's click-together floating laminate (and NOT glued together), you can disassemble the floor. DO SO IMMEDIATELY! then do as previously stated, and then you'll be able to REUSE the floor, and relay it.
