Concrete Stairs w/ Laminate

I plan to install lamanite on concrete stairs. I understand that you are supposed to glue down the lamanite and you should not place any underlying under the lamanite.

Would you suggest placing a vapor barrier between the concrete and a plywood subfloor and then gluing the lamanite to this? Since it is a concrete step, I do not have the option to use a finish nail. I do have a concrete nailer that I could attach the plywood to the step. I would then be able to glue and use a finish nail to secure the flush stair nose. I plan to use Bruce/Armstrong lamanite.

I would call Armstrong and ask them explain how they want it done.

I have never had that request, yet. Now I'm curious. I'll have to call them now.
