Should I remove moisture barrier?
Recently pulled up carpeting to find some old linolium and found a black - what I think is a painted on moisture barrier on top of concrete.
Anyone know if I can leave this stuff and paint over it or should I remove it?

dk, that is probably the mastic from the vinyl. I don't know what you'd have to do to prime it to accept paint, but there are some good moderators on this forum who will be along to help you.
