Laminate over parquet

I want to lay laminate or possibly engineer flooring throughout my downstairs. My hallway and small dining area has parquet glue down. I started removing the parquet, but the glue is pulling pieces of the underlayment off. Can I lay the laminate with the underlayment pad or nail/float engineer flooring on top of the parquet? Any suggestions are greatly appreciate it.

Laminate or engineered wood can be installed over parquet as long as it is flat.
