Painted Subfloors.... prevent chips? Need Eurothain seal?

hello,
i ripped the carpeting out of our place because it was so disgusting and due to a lack of funding had to patch and paint the subfloors. the place looks great compared to what it used to be, but, the paint peels up under hard pressure. this is ok since the furniture won't be moving anytime soon, but i have rolling chairs on wheels in the office which in one week have peeled up a bunch of the paint already.

i used poorch and floor paint and primed the floors too.

is this a hopeless cause? will i need to lay a mat down under the chairs?

i was wondering if a polyurethane seal would help, or if that would just chip off too...

What type of floor paint did you use? oil or latex? Oil enamels dry to harder film than latex so they should wear better.... but office chairs are hard on any finish. I have oak on my office floor and after several years I noticed the area under my chair was real dull. The wheels had worn away the finish a lot like sandpaper would I refinished the floor and bought a plastic mat.
