flooring over hot water radiant heat

Our home is heated with radiating hot water through the floors. Both levels are above ground, the lower is concrete, the upper is plywood. We'd like to install hardwood. Can we do this without damaging the hoses carrying the hot water underneath the concrete or plywood?

Yes. You can use sleepers or just install a floating floor.
