1. If one were to install engineered wood (EW) flooring with glue to a concrete floor, do you try to install new boards going away from you or kneel on the concrete and install new boards coming towards you?? (where possible)
2. If you were using tongue and groove EW and wanted to make it a floating floor, do you use regular wood glue at the T&G joint.

1) Try to keep traffic off the floor as much as possible until the glue dries. Are you talking about gluing directly to the concrete?? NO. I believe any moisture problem you will have will telegraph up and cause adherence problems.
2) Your engineered wood floor is T&G, so I don't follow the question. Unless you are talking click lock flooring, where no glue is used.
